The answer is yes and no. Of course it all depends on the person himself, but we will take a look at the general average male/female.
In times of peace:
Women would probably be a better leaders in times of peace because they are more generally better at preserving peace, using diplomacy and non violent ways, keeping alliances with other countries and they will do the best before war erupts. Women can also be better leaders at appealing to the general mass during times of crisis or riots, they can keep the crowd happy more easier than men. They also look more innocent than men. But, in case all goes wrong, when the enemies are barbarians or do not want peace anymore, then men should be the leaders.
In times of war:
The men will have the more killer instinct and the better battle strategies. Women will be too concentrated on making the strategy so that the less men die, while sometimes, sacrifice might be the way to go for the better of the country. Sure, deaths should be kept to the minimal at all times when it comes to your own armies but sometimes, sacrifices must be made, and here you will need a leader which is strong, fearless, merciless, commanding, powerful but will remain authoritan and just, resisting the tempts of enemy bribes and those of using all the money up for themselves and letting the country plummet into economical crisis, in order to retain the loyalty of both the people and the troops under his command. These characteristics come mostly in men, but like I said before it all depends on the individuals.
